I use parts of different scrapkits.

Before you begins.......
Open the tubes in PSP
Material
Clowntje
1.
Open new transparent image 700x700.
Open mask - copy - paste on the image.
2.
Open DM_frame6 - copy - paste on the image.
Place it a little to the right and down.
Give a drop shadow - with this setting.
3.
Click with the magic wand in the frame.
Selections - modify - expand - 15 pixels.
Layers - new raster layer.
Fill the selection with the color white.
Layers - arrange - down.
Selections - select none.
4.
Open clowntje - copy - paste on the image.
Place it down in the frame - see example.
Set the opacity of this layer to 20.
5.
Open ballonnen - copy - paste on the image.
Place it right at the top.
Give the same drop shadow.
Layers - arrange - down - under layer 5.
Activate the top layer.

Open circus-elephant - copy - paste on the image.
Place it right at the bottom.
Give the same drop shadow.
7.
Open circus-frame - copy - paste on the image.
Place it left at the top.
Give the same drop shadow.
8.
Activate clowntje - image - mirror.
Open clowntje - copy - paste on the image.
Place it at the bottom on the circus-frame - see example.
Give the same drop shadow.
9.
Open dolfijn - copy - paste on the image.
Place it left at the bottom.
Give the same drop shadow.
10.
Layers - new raster layer - set your watermark into the image.
Layers - merge - merge all visible layers.
File - export - PNG Optimizer.
